Bill Guarantee Deposit
Per article 7 & 28 of the Magna Carta for Residential Consumers as amended:
Right to FULL Refund:
- Upon termination of account or;
- After Three (3) years – if bills are paid on or before due date for three (3) straight years without late surcharge penalty.
Right to PARTIAL refund:
- After one (1) year – if the average monthly bill is less than the paid Bill Deposit, the excess deposit may be refunded.
Interest computation – based on the Peso savings account interest rate of the Land Bank of the Philippines for the year.
Timeframe for refund – within one (1) month from receipt of application
ILECO 1 Requirements for Bill Deposit Refund
- Original Receipt / Affidavit of Loss
- Request Letter / Refund form

- Valid ID (with signature)
- Special Power of Attorney (SPA) / Authorization Letter (for representative)
- DTI / SEC / CDA Registration, Board Resolution / Secretary Certificate (for non-residential account)
- Certificate of Occupancy (for Temporary Connection Refund)
- Materials Charge Ticket (MCT) (c/o ILECO 1 for Termination of Account)
- Inspection Report (c/o ILECO 1 for Termination of Account)
