Provincial Electric Cooperative Team (PECT) was organized to promote and assist the organization of rural electric cooperatives (RECs). Composed of Mr. Vicente A. Andaleza, Provincial Development Officer of the Provincial Assistance for Community Development; Mrs. Flor Camiña of the Cooperative Assistance Office, Mr. Alfredo Libutaque of the Bureau of Education and Engr. Romeo M. Montaño of the Provincial Development Staff who was the Chairman of the Team.

Also present were Col. Pedro G. Dumol, Officer-in-Charge of the National Electrification Administration; Mr. Jesus Tanchanco, Member, Board of Administrators, NEA; Hon. Conrado J. Agenda of the meeting is to organize the Board, to elect the officers of the cooperative, to adopt the By-Laws, to review and discuss the “Loan Feasibility and Engineering Study” and to request NEA for a loan to implement the Feasibility Study.
Mr. Tanchanco inducted into office the members of the Board and its officers: Atty. Avito S. Saclauso – President, Dr. Jose P. Cocjin – Vice President and Mr. Wenceslao M. Aniceto – Secretary-Treasurer.

First Loan Signing Ceremony between NEA & ILECO I at the River Queen Hotel, Iloilo City. The Loan amounted to 19,776,000 payable in 35 years, bearing an interest rate not exceeding 2%.

Inauguration of Miag-ao Sub-office as birthday present to Pres. Marcos. Its area was Miag-ao, San Joaquin and Igbaras with Mr. Jose E. Eiman as Supervisor.

The town of San Miguel was 100 percent energized with the energization of Brgy. Sto. Angel.

ILECO I Employees Credit Union (ILEMCU) was organized for financial assistance to employees with an initial capital of 80,000 (50,000 loaned from ILECO I). Engr. Wilfred L. Billena was the first President.

Cabatuan Sub-office was opened to serve the towns of Cabatuan and Maasin with Mr. Alberto E. Valenzuela as Sub-office Supervisor.

ILECO I was adjudged Number 1 in Interfirm Productivity Comparison among electric utility firms in Western Visayas. The study was conducted by the Development Academy of the Philippines.

To keep abreast with the modern times, a reorganization was implemented to make the set-up of ILECO I more responsive to the needs of the ever-increasing members. Its purpose is to put the right person in the right position, streamline functions for a smooth operation and create new positions to meet the challenges of the current times. A feature of the reorganization is the creation of three area offices in Miag-ao, Oton and Sta. Barbara. These area offices have decentralized functions: Mini-warehouse, membership recruitment services and are in-charged of the performance of the service centers and satellite offices under them.

Municipal consultative meetings on the conversion issue. ILECO I to remain as a non-stock, non-profit electric cooperative under the NEA or to convert to a stocked cooperative under the CDA. The consultative meetings were attended by 2,627 or 4.5% of the 59,621 registered members as of September 1996. Four hundred thirty (430) voted to convert to CDA while 1,997 or 76% of the attendees chose to remain as non-stock, non-profit coop under NEA.

DOE Secretary Angelo T. Reyes with NEA Admtr Edita S. Bueno, BM Joseph Khonghun, Fr. Jose Victor E. Lobrigo visit ILECO I, the host of the Regional Visit. The Secretary officially proclaimed ILECO 1 as among the best in the country by sticking a poster that says “You are entering ILECO – 1 A Best EC of the Year Awardee and rated A+ by NEA for its 2007 Performance”. The Countdown for the 8 millionth connection was also launched. The region pledged connections for 8 million connections by Aug. 8, 2008. Re-enactment of the giving of awards at Cebu City was also done.

Typhoon Frank lashed Panay Island and left ILECO 1 without power for 7 days. Many died and many left homeless.

The Department of Social Welfare and Development granted ILECO1 P32 Million as Pantawid Koryente – Katas ng Vat, a P500 one-time subsidy program of President Arroyo to all consumers who consume 100 kwh or less.

Awards for 2008 Operation
Awards for the 2008 operation: Among the top performing electric cooperatives, ILECO – 1 was among those with remarkable performance. During the Lumens Recognition Night at the Regal Hotel in Davao City, the NEA gave ILECO – 1 the following awards:
1. The Emmanuel N. Pelaez Award for the Best Electric Coop of the year
2. Special Citation for Excellent Rating in Scorecard on EC Corporate Governance
3. Special Citation for an EC with the Most Number of Additional consumer Connections
4. GM Wilfred L. Billena was elevated to the Grand Hall of Fame for the Pedro G. Dumol Award – Best GM for three times in addition to his having been elevated to fame in the year 2008.

The Western Visayas Electric Cooperative Association (WEVECA) was also given the Award of Recognition for its pre-emptive efforts to aggregate itself to seek competitive producers for the supply of base load power requirements of its member ECs which influenced the construction and realization of a 164 MV Coal Plant

Start of ECQ in Iloilo Province due to COVID 19 pandemic. Pursuant to NEA memorandum, major activities such as district elections and annual meeting were deferred and intended budgets were used to provide assistance to consumers especially those residential accounts consuming 30kWh and below for March 2020 billing period (Pantawid Liwanag Program). The program benefited 36,274 consumers or a total of Php 4,693,293.78. Other assistance provided to include donations to frontline and checkpoint workers:
1. 680 food packs
2. 70 sacks of rice
3. 420 hygiene kits
4. 2 sacks of bihon

1. Hall of Famer Award – EC that has consistently exhibited exemplary performance as a Triple A (AAA) category EC for more than five (5) years
2. Paramount Achievement Wards – For an exemplary performance as a Triple A (AAA) category EC in the pursuit of total electrification and sustainable rural development
3. The Circle of Excellence Award – Given to the Region whose member ECs have all shown exemplary performance. All member-ECs of the region were all rated as Triple-A category ECs.
4. Strong Commitment to Brotherhood Award – Given for the unwavering support and upholding the true spirit of bayanihan for the affected ECs and MCOs during the typhoons Tisoy, Quinta, Rolly and Ulysses
5. Constant Contributor Award – For continuous support to the goal of the One EC Network Foundation, Inc. (OECNF) in uplifting the lives of dear brothers and sisters in the sector.
6. Extra Mile Award – For implementing the Pantawid Liwanag Program, as well as other initiatives that are aimed to uplift the lives of the MCOs in pursuit of total electrification and sustainable rural development
7. Limelight Award – For being the frontrunner in the pursuit of total electrification and sustainable rural development notwithstanding all challenges confronting the rural electrification movement
